Summary
The role of the PSM Coordinator/Maintenance Planner is to improve work force productivity and work quality by anticipating and eliminating potential delays through planning and coordination of manpower, parts and material, and equipment access. Reporting to the Refrigeration Superintendent, this position is responsible for planning, scheduling and coordination of all planned maintenance work performed on the Refrigeration System at the plant site. This position is also responsible for ensuring records and files essential to meaningful analysis and reporting are compliant. This position is responsible for developing, leading, and overseeing all site activities involving OSHA’s Process Safety Management (PSM) system within the regulated areas and ensure compliance with DNREC’s Risk Management Plan (RMP) programs.
Principal and Essential Duties & Responsibilities

Lead and directs overall Process Safety Management (PSM) program, Risk Management Plan (RMP) reporting to Refrigeration Superintendent compliance to line organization, ensuring all parties know and adhere to regulator deadlines and timelines.

Is the principal contact and liaison person between Refrigeration and Production and other supported departments. In this capacity, this position ensures that all internal customers of Refrigeration receive timely, efficient and quality service. This position also takes a continuing interest in customer (internal) needs. With keen awareness of the customers situation (schedule, problems, etc.), the PSM Planner is able to help Production balance their need for daily output with their need of equipment reliability through proactive maintenance.

Is responsible for long-range as well as short-range planning. Long-range planning involves the regular analysis of backlog relative to available resources. These two basic variables must be kept in balance if a proactive maintenance environment is to be established and sustained.
4. Additional Planning Responsibilities:
- · Planning and scheduling for shutdowns (major and minor)
- · Development of Planner reference systems including a file of Planned Job Packages for recurring jobs, plus labor and material libraries for each equipment center.
- · Keeps the Refrigeration Superintendent properly informed of abnormal or critical situations and seeks advice on matters outside the Planner's knowledge or authority.
- · Makes recommendations for system improvement.
- · Promotes the conservation of energy.
5. Administrative Responsibilities:
- Maintains essential records and files from which this position prepares and distributes accurate and meaningful management reports.
- Interpretation and provision of historical equipment cost information.
- Participation in budgetary preparation, tracking, and analysis.
- Assists the Refrigeration Superintendent and Production Manager in periodic analysis of cost trends with recommendations for continual improvement.
- Participate in audits, incident investigations and meetings in regard to the Refrigeration Department.
- Performs other maintenance related tasks and special assignments as requested by the Maintenance Superintendent or Maintenance Manager.
- Participate on audit team and Safety Steering Committee meetings.
Minimum Education
High School or equivalent.
Experience Requirements
REQUIRED:
- Mechanical and technical knowledge; demonstrated leadership and influential behaviors; and proven oral and written communication skills.
- Ability to obtain high level of knowledge quickly and independently in the following specialities: developing and facilitating Process Hazard Analysis studies; emergency response planning and training; developing and implementing written PSM and RMP programs; conducting PSM, RMP compliance audits; Hazard Communication; HAZMAT response; electrical safety; lock out tag out; respiratory protection.
- Thorough working knowledge of Maintenance Software System(s); MS products; specifically, spreadsheet savvy, and working knowledge of Purchasing system and protocol. The Planning Scheduler must be familiar with applicable maintenance verbiage and terminology in order to effectively to his/her job.
- Proficiency in Microsoft Office applications including but not limited to Outlook, Word, Excel, PowerPoint, & Access and ability to use technology to enhance compliance and efficiency.
- Knowledge of OSHA’s PSM and DNREC’s RMP regulations and standards.
- PSM Coordinator/Maintenance Planner experience.
Experience Preferred
Bachelor’s degree in related field from an accredited institution. In lieu of a degree, 5 or more years of experience in maintenance planning/Ammonia Refrigeration/PSM Coordinating will be considered. RETA and/or IIAR training and certifications preferred.
Environmental Factors and Physical Requirements
- Position is mostly sedentary but may require occasional moving to other offices or buildings.
- May need to move light equipment or supplies from one place to another.
- Will need to access files, supplies and equipment.
- Must be able to climb stairs and/or ladders to view processes.
- Majority of work activity is in an office.
- When in a plant environment:
- Exposure primarily consists of wet and moist floors which include metal and plastic grating surfaces.
- May be exposed to temperatures of -10 degrees to 110 degrees Fahrenheit with both ambient and 100% humidity.
- May be exposed to noise ranges of 50 db to 110 db.
- May be exposed to all chemicals used in poultry, food, processing facility.
- Must comply with all safety rules and instructions, participate in company training programs, and make every effort to learn, develop and upgrade skills required for this job classification.
- Must wear and use protective and safety equipment required for the job as directed by the Company.
- Must be willing to join the site HAZMAT response team, and participate in and plan regular HAZMAT drills.
